PBiS is a Multi-tiered System of Supports
PBIS schools organize their evidence-based behavioral practices and systems into an integrated collection or continuum in which students experience supports based on their behavioral responsiveness to intervention. A three-tiered prevention logic requires that all students receive supports at the universal or primary tier. If the behavior of some students is not responsive, more intensive behavioral supports are provided, in the form of a group contingency (targeted or secondary tier) or a highly individualized plan (intensive or tertiary tier).

UniversalAt the Universal Level, the system identifies clear behavioral expectations for the whole school community.. Procedures for teaching the expected behavior and for acknowledging positive behavior are used intentionally, as needed. There are also procedures for discouraging problem behavior and support strategies are created that are preventative and proactive across all locations. They apply to all students and staff and examples include positive comments, preferential seating, visual reminders, peer modeling, reteaching, and acknowledgements for appropriate behaviors.

TargetedThe Targeted Level is designed to provide more focused or targeted interventions to support students who are not responding to school-wide Universal efforts and are at risk of chronic problem behavior. Common Targeted support strategies involve small groups of students or simple individualized intervention strategies; examples may include Check In Check Out, work habits or social skills groups, beyond school learning time, and lunch dates. These interventions will continue until the student no longer needs the support or until more intensive supports are recommended.

IntensiveThe Intensive level is designed to provide a continuum of individualized, comprehensive, and team-based interventions for students with complex issues whose needs have not been adequately addressed thus far. Students receiving supports at the Intensive Level of PBIS also access the interventions and supports in place at the Universal and Targeted Levels but may need further assessment and individualized planning. Some students with complex needs across home, school and community may need Intensive Level Wraparound full team supports.
